Game plan – a summary of Ofgem’s forward work programme 2019 -2021

Retail markets, future markets, network performance and compliance take centre stage in the forward planning.

Ofgem has published a summary of its proposed work plan for 2019-2021. There are four themes:

Making retail markets work for all
‘Good outcomes for customers, whether they choose to switch or not’. Ofgem will introduce the necessary protections for vulnerable customers and for micro-businesses, to secure good outcomes from the market. Over time, Ofgem hopes to improve levels of customer engagement. Suppliers will be expected to have a good level of financial resilience.

Enabling future markets and system arrangements
This covers electricity settlement reform and smart metering, but Ofgem also mentions that they could regulate heat and transport decarbonisation. Ofgem commits to evaluating the activities and arrangements of system operators alongside ongoing work to reform network access and charging rules.

Network preparedness and performance
Primarily this strand covers the two price controls, the current RIIO-1 and the new RIIO-2 (see below). Ofgem commits to evaluating the activities and arrangements of system operators alongside ongoing work to reform network access and charging rules.

Excellence in statutory and core functions
To support improved outcomes for consumers through market monitoring, ensuring effective licensing and market arrangements and robust compliance and enforcement.
